Architects John and Donald B. Parkinson designed it in Art Deco style with a Gothic Revival style tower in 1930. Across the street, an ad for "Roy C. Seeley Co." as well as an "Auto Park" sign is posted on the side of the Hotel Portsmouth building. The taller building behind it is the Pershing Square Building, designed by architects Curlett & Beelman; the building is a 13-story Beaux Arts Renaissance Revival style structure that was built in 1925.
